Cura was founded by Matthew Waughtel, RN, CIC. Inpatient and long-term care experience across infection prevention, informatics, and quality improvement, with CIC certification through CBIC. California RN license. Oakland-based.

The infection prevention services market commonly bundles surveillance work with full program leadership. That works for some facilities, and for many others, it produces engagements that are overpriced and underdelivered. A clean, focused scope — surveillance and reporting infrastructure rather than a full program build — does more for the facilities that need reliable data than a top-to-bottom rebuild does.

Cura serves skilled nursing facilities throughout the Bay Area in person, with selective remote engagement available statewide. Engagements assume a facility licensed by the California Department of Public Health and subject to California reporting obligations; work outside California requires substituting that state’s reporting framework before the engagement starts. Regulatory familiarity includes CDPH, DHCS, CMS LTC requirements, and the federal and state surveillance requirements SNFs operate under.

Every engagement runs on the same three instruments: a Master Services Agreement, a Business Associate Agreement that must be executed before any work touching patient data can begin, and a Statement of Work that names its own deliverables, acceptance criteria, exclusions, and fee. The agreement reserves a short list of things I will not do under any statement of work or change order — survey representation, direct resident care, authoring policies on your behalf, RN staffing hours — and those change only by a signed amendment. What you can expect.
Cura is a one-person practice, which means the person you talk to on the discovery call is the same person named as engagement lead in the Statement of Work and doing the work. There is no junior associate handoff. The tradeoff is real: a facility that needs 24/7 IPC leadership coverage isn't a good fit, and neither is one looking for someone to serve as its Infection Preventionist of record — I contractually can't. A facility that needs reliable infrastructure delivered consistently is the right fit.
